On the 17th of February, the Athens Urban Transport Organization (AUTO) made public the Notice of a Public International Competition, requesting the provision of a turn-key advanced integrated fleet management & passenger information system & services, through the formation of new PPP (Public-Private Partnership) Company with a 12 year contract.
The venture is titled “Design, Financing, Installation, Support Operations, maintenance and management of an integrated fleet management and passenger information and the ETHEL ILPAP through the Public-Private Partnerships (PPP)” and aims to build the insfrastructure & operate the services of:
- 2500 buses
- 1000 smart bus stops
- 16 operation centers
The current value of the contract has a budget of 42m€ that should totally cover all investments & services needed to provide the services sought. The AUTO will participate in the construction cost of the venture up to 40% of its cost and with a maximum expenditure of 10m€ that will originate from Greek State funds. The actual cost (current value) can not fluctuate more than +/- 25%.
The competition will have two phases, at the first open phase (Phase A) all interested parties should indicate their interest by submitting a set of official documents related to their financial status & relative experience. Based on the evaluation of the first stage, AUTO will create a shortlist of candidates, who at the second phase (Phase B) will be required to place their binding offer.
The Phase A deadlines are as follows:
- 4/4/2011 – provision of the official proclamation, cost of 350€
- 9/4/2011 – end of questions & clarifications by the bidders
- 19/4/2011 (12:00am) – submission of official interest to participate
